This was complicated. Years back when this elusive target first appeared, I didn't like it. I got bored and tried to snipe him, but shot the brother instead.
Last Friday when I was going to record this, I was practicing and testing some stuff for the video. I completely forgot you can't harm the brother and ended up knocking him out, failing the mission again.
A week later I decided to try again with an alt account I don't think I've ever used to actually play anything, especially HITMAN, so I didn't have anything unlocked. I did a quick playthrough of Haven island to unlock the emetic gas device for back up, but didn't end up using it when I realised it would be more fun to come up with some method that I can do with the default loadout.
Went better than I could have hoped.

Also this E.T. + HITMAN 3 engine = borked AI.
