This is correct. If I wanted to, I could book myself a "radical circumcision" and have my penis drastically mutilated as well. Obviously that's not happening, so they would have needed to get me as a baby. When they fail in that capacity, they try to encourage damaging "cleaning procedures" so that the foreskin is prematurely severed from the glans and doesn't grow to its full potential and/or causes apparent issues for which they have the remedy: full amputation of the foreskin, also known as _radical_ circumcision.
