There's one assassination in particular that requires a five star Morningstar notoriety in order for him to show up. Like many other Saints Row 3 players including myself, you struggle trying to obtain that five star notoriety while having purchased notoriety decay upgrades and acquired most of the hoods in the area. If you're playing this on PC like I am, I recommend downloading the Things To Do In Steelport mod. It does offer some quality of life improvements to make this easier. There's a hotkey to raise and lock notoriety in place. That's what I did and as far as I know, it does not disable achievements.
