This SUV, which had originally been driving with one headlight off, abruptly pulled over near the area where I was doing my job, in the early hours of dawn, idling there and eventually flashing its rear lights on and off when he became aware that he was being filmed. This type of activity happens constantly when I am doing my job (which is night shift). Vehicles constantly pull up in the areas where I am, then linger there suspiciously at hours when hardly anyone else is around.
