Car thefts are like this: a collector or chop shop wants us to steal a vehicle and drive it back to them for a reward. Sounds easy right? If you have notoriety wipe, it is for the most part. With notoriety wipe, you won't have police nor gangs chasing and shooting you while you drive otherwise your vehicle will take damage and eventually explode thus failing the job. Each successful theft will only make the next one in line harder as the notoriety will be higher. Once you use notoriety wipe, you won't be able to use it again until you load the game again so make sure you save first. Now for vehicles. Some of them will be roaming with a driver inside and you'll have to chase them down. If they leave the target area from which you were supposed to find them, don't worry and just keep chasing after it. Some vehicles will be stationary meaning you'll find them in one spot. They'll be protected so be prepared for a fight. Sometimes you'll need to use stealth when approaching a vehicle however, because it'll be destroyed before you approach it on screen if you take a direct route that is being monitored. For this, you'll have to try alternate routes in order get around; for example, there's a plane you'll have to steal later on and if you use the front gate entrance to the airport, it'll be destroyed as soon as you're in. You'll have to take a longer way around. I hope this information proves helpful.
