Final Fantasy VII Remake - Chapter 3: Home Sweet Slum
This is a proof of concept and a quick guide. The trick is to use the Doomrats side quest in Chapter 3. The Stagger Effect Part 3 is commonly gotten by fighting the Fat Chocobo in chapter 9. The game gives you credit for doing things ahead of time, so I think it is possible to complete part 3 in chapter 3, even before ever completing part 1 or part 2, although you won't get the reward until you can turn in part 3 to Chadley. The reward is the Parry materia, one of the best materia in the game.
Common problems I've seen some players run into:
1) The game doesn't make it clear that using Tifa is the easiest way to increase Stagger above 200%.
2) By the time you get the quest for part 3, Tifa isn't in your party.
3) Most enemies die too quickly to get to 200%.

Other thoughts:
1) "Doomrats" is up there for silliest monster name in recent memory. "Doom rats" isn't much better.
2) Sorry about some of the text being hard to read. I'm brand new to video editing but slowly improving. The instructions are repeated in my comment below the video, unless Bitchute deletes it, which seems to happen.

0:22 They're weak to Ice, but Ice is not not needed or optimal, IMO. You want the rats alive and fairly full health until staggered.
0:39 Power up Tifa's special attack to "Rise and Fall".
0:53 Tifa's regular attacks will now quickly increase enemies' stagger meters.
1:09 Cloud's "Focus Thrust" helps build up the Stagger meter, but Tifa is faster at it. It's better to use Cloud to heal.
1:40 I'm building up the stagger meters of all 3 enemies to make the demo easier.
1:50 Once a Doomrat is staggered, use Rise and Fall, then spam Omnistrike and/or Whirling Uppercut until you reach 200%.
