When I pointed out to the local Justice-of-the-Peace that there were two identified Agencies claiming to be 'government' with 2 sets of books, and some of the proof was "County of Pinal" was chartered in 1875, but the State Charter was not until 1912, he said it was a territorial government; thereby acknowledging that "Territorial" exists---whether he fully understands that or not, we don't know at this point in time, as I failed to pursue that.
