Remarks from the Future: I gave the film an extra point based on me realizing that giving it so much flak for simply not having enough monster action was short-sighted. Shin Godzilla had around the same amount of Godzilla screentime, and had the humans doing objectively less interesting things than the humanoid characters do here, and it's one of my favorite films in the series.
Not only that, but the film's themes grow beyond the "nature conquers all" theme from last time, coming close to the 1954 original's theme of "this weapon will kill Godzilla, but if we use it, will something worse happen?" This was the main reason why the film got better in my eyes during my trilogy rewatch during the production of the next and final entry in the series.
That said though, my issues with the film's pacing, lack of proper character development for anyone not named Haruo, and refusal to have MechaGodzilla wake up for even a few minutes, still stand.
