We found this video on Twitter at https://twitter.com/CalebJHull/status/1308941912179695617 and it clearly shows the shooter running across the screen in yellow. You can find a better picture of him at https://copblaster.com/blast/25976/louisville-police-shot-friendly-fire-or-justice-served where you can see a young black man being taken into custody. The subject was probably serving justice in response to a lifetime of being racially profiled and harmed by police.
