Riddler and Mr. Freeze head off to the old ice cream factory and freeze the cops patrolling the front. Once Riddler gets the freeze cannon, Mr. Freeze takes a moment to thaw out his Nora clones knowing Batman and Robin would most likely interfere. I can only guess since they're clones, the real Nora didn't survive and so Mr. Freeze made them as his hench harem to help get his revenge.
