So long as fear is induced upon the population the nature of the alleged enemy is entirely irrelevant. It could be an 'evil foreign force' with weapons of mass destruction or an entirely hypothetical, invisible but 'deadly' pathogen. If a false premise for protection is built, people will acquiesce, even enthusiastically support imposed draconian measures. This psychological manipulation is frequently used and well documented:
