Hitler's defensive measures against Britain and France had created an unprecedented situation where their armies, governments, and political parties had been destroyed. Now with Europe exposed, Stalin hoped Germany would send the remaining troops to Britain. Instead, Hitler prepared 3 million troops to invade the Soviet Union.

Operation Barbarossa was a culmination of Hitler's 3 million man invasion of the Soviet Union. On the first day of Barbarossa alone, 1,200 Soviet aircraft were destroyed in a single strike. This caused many Soviet troops to lose hope and surrender to the German armies.

Stalin's fear was overtaken by more oppression of Russians. He proceeded to draw up order 270 to be able to punish any troops or their families for anyone that surrenders. All officers and political prisoners would now be considered traitors and punished accordingly. (enslavement or death)
