During the summer of 2022, we spent almost 6 weeks in Central Asia.

We barely made a dent in the region given the very long distances between places, but we gathered enough to be able to tell a version of the story of Central Asia.

To give you an idea: a train ride between Almata (the largest city in Kazakhstan) and Toshkent (the capital of O'zbekiston) takes about 18 hours. A bus ride between Toshkent and Bishkek takes about 14 hours. Also 14 hours are needed to go from south of Kazakhstan to Karaganda in order to learn about the Soviet crimes over there. And we had to move fast, because Karagandskaya Oblast has decent temperatures about 6 weeks a year. In late August it was already cold.

But, at least inside Uzbekistan there's faster rail. Sometimes. If you manage to get a ticket, you can travel 800km in under 6 hours. If not... yet another night goes just for that.

So... with these limitations, in mind, let me introduce you, slowly, to how things roll around here.

The Fergana Valey is an area that has a common history but, in a classical post-colonial story, fell into depression as a result of its key components falling into separate countries following the fall of the USSR which had drawn borders with little to no concerns to the local realities.

The post-Soviet reality was oftentimes brutal not least because its local politics were strongly influenced by relatively remote capitals (especially Bishkek and Dushanbe). However, in the last two years, things have improved more than in the previous 35.

Administrative law is a tool of activism at the disposal of every citizen - yet it's the tool least used by citizens, largely due to misconceptions about what administrative courts can and can't do, but also due to the fact that it is inherently fit for only some types of personalities.

Administrative lawfare requires knowledge of procedure and certain personality traits. Even so, almost everyone can do it and those on the non-Left are missing out by not using this tool. Ultimately, procedure is the God and a lot of policies and laws can be nullified in an administrative court on procedure. Not to mention how many bureaucrats can be held to account through it.

When I made the video about Duginism, about 8 years ago, that was a time when only those who were interested were writing about russian propaganda.

Unfortunately, with russia's escalation in Ukraine started in 2022, all sorts of neophytes and interested parties, with various ulterior motives, have joined the conversation.

As a result, the notion of russian propaganda has been turned into something murky and something to be used as a weapon in itself. The very threat of russian propaganda became its own boogy man.

Imagine you're the leader of a country whose people have been nomads for millennia, then decided to sort of settle, then immediately got incorporated into Russia, then 40% of them perished even before figuring out what is Russia and then the survivors spent 70 years as a union republic of the USSR.

What do you do first after achieving independence?

Don't answer that. You've already been thrown out of power by the people because you sucked. Doesn't matter how. In a democracy, the people are always right. And if you insist on disagreeing, you may not like the result.

Some of your successors try to disagree with the people and, as a result, they now live in Belarus or Russia in permanent exile.

That's the shortest version of modern Kyrgyz history for you.

Way too many political projects have been very adept at taking power, but then ended up ultimately failing because they had no answer to the question: "And then what?"

Such is the fate particularly of political projects that take a very long time to acquire power. But this sometimes happens to more established political actors too.

This happens because too many political projects confuse their objectives with the answer to this question.

That is incorrect. The answer to "and then what?" is a technocratic one - not an ideological one.

The first thing you need to do after taking power is to take the primary steps towards ensuring hegemony. And that requires wielding power effectively - something which the non-Left forgot how it's done.

In 2021 we went to Moldova for the snap elections held in July. From that, it resulted the Moldova series on this channel and further commentary on the other one.

But what we didn't do enough then was to look closer on the party manifestos. Part of the reason was to avoid inflaming the spirits further. Elections are very emotional moments in this area of the world. And the best moment to discuss them dispassionately is after some time has passed since.

So in this episode and the next one we dissect party manifestos to discover surprises. And there are quite a few of those!

We continue in the third season of Propaganda Basement to explain the mechanics of propaganda through historical or contemporary examples in order to show how things work.
