Sacramento County Sheriff’s Office --- OFFICER INVOLVED SHOOTING
MAJOR INCIDENT PUBLIC BRIEFING VIDEO
On September 5, 2020 at approximately 7:10 p.m. the Sheriff’s Communications Center received a call from the 10400 block of Investment Circle, located in the City of Rancho Cordova. The caller stated an adult male at that location vandalized a fence and stole a water hose. The caller provided a description of the male and indicated the male appeared to have what he described as a toy gun in his waistband.
Deputies arrived and saw the suspect walking towards them. They immediately began giving him commands. The suspect did not follow the deputies’ commands and instead laid down on the ground without being told. While deputies continued commands, the suspect all of a sudden stood up and began running away from the deputies. As he ran, he pointed a black object at them, which they perceived to be a firearm.
When the suspect reached the corner of a business, he again turned and pointed the object at deputies as they pursued him through the parking lot. When a deputy re-acquired sight of the suspect, the suspect again pointed the object at him. The deputy fired his weapon at the suspect, but did not hit him. The deputy followed the suspect while he maintained positions of cover behind pillars.
Additional deputies arrived and continued to give verbal directives to the suspect. The suspect raised his arm and pointed the object directly at deputies. Four deputies fired their duty weapons at the suspect simultaneously, injuring him.
The suspect was transported to an area hospital. Upon inspection of the object the suspect pointed at deputies numerous times, it was determined to be an ignition timing gun that had been altered to look identical to a firearm.
The suspect, 22-year-old Miguel Hernandez, was treated for his injuries and subsequently released from the hospital. He was booked into the Sacramento County Main Jail on charges related to pointing a firearm at a peace officer. He has since been released from custody.
The material being released has been identified as significant to this incident and includes radio traffic and in-car camera video.

Anaheim Police Department
On the evening of Saturday, August 29, 2020, just after 9:30 pm, Anaheim Police Officers went to the 2500 block of E. Ward Terrace in the City of Anaheim, in an attempt to locate 25-year-old Jesse David Nava, an Anaheim resident. Nava was wanted on a warrant by Anaheim detectives for felony sexual assault.
Officers located Nava, who armed himself with a large kitchen knife. A confrontation occurred between Nava and the officers resulting in an officer-involved shooting. Nava was struck at least once by gunfire. He was transported by ambulance to UCI Medical Center, where he underwent emergency surgery. On Sunday, August 30, 2020, at about 9:30 am, Nava died of his injuries.
The Anaheim Police Department Major Incident Review Team is conducting an internal investigation which will be overseen by the Office of Independent Review. The City of Anaheim’s Police Review Board has been briefed on the circumstances of the shooting and they will continue to monitor developments. The Anaheim officers involved in the shooting were wearing body-worn cameras. The captured video footage was provided to the Orange County District Attorney’s Office, who is conducting the criminal investigation of the shooting.

The Las Vegas Metropolitan Police released 911 call, pictures, body camera footage of an fatal officer involved shooting of Domestic Dispute Leads to Stabbing.
LVMPD Assistant Sheriff Chris Darcy provides details and body worn camera footage from the domestic stabbing incident on September 6, 2020 in which an officer used deadly force to rescue the victim who was actively being stabbed as officers approached.
The LVMPD received call from a psychiatrist to say that his client’s wife had called him to say that , the suspect Seth Holliday was getting aggressive and that he was a “danger to his spouse. They also received a 911 call from his wife asking for help while she was struggling with him stabbing her using 8 different knives. Officer arrived at the security door from the house and as the wife was saying "help" and fighting not to be stabbed officer fired one shot through the screen door putting an end to fight for her life of the victim wife. Holliday died on the scene from his injury.

The New York Police Department 77th Precinct Released Body Camera (8) Footage from a Police-Involved Firearm Discharge that Occurred on June 2, 2020.
Tyquarn Graves, 33, was killed Tuesday night in Crown Heights shortly after cops said he shot and wounded another man — then refused to drop his weapon and moved as if he was going to fire at the 10 officers facing off with him, according to police.
“He had a gun in his hand. They saw it," Chief of Department Terrance Monahan said shortly after the incident. “The officers gave orders for the male to drop the weapon. We hear the officers for over a minute — ‘He’s moving his hands, he’s getting up. He’s gonna go. He’s gonna go. Please drop the gun! Please drop the gun!’”
The NYPD on Wednesday did not provide further details, including how many times each officer fired and how many times Graves was struck, though up to 20 shots are heard on a blurry video of the scene posted on social media.
But Graves’ relatives demanded to know why so many cops had to open fire just to bring down one man.
“I mean, come on — one person?”
When officers got to the scene at Rochester Ave. and Dean St. outside the Kingsborough Houses, Graves had already shot and wounded another man, 49-year-old Terrance Colclough, police said.
Witnessed pointed out Graves, hiding up the block behind a tree on Dean St., at which point a group of 77th Precinct officers and Housing Bureau cops confronted him.
One Facebook video posted from the side of a nearby building shows flashing police lights while a woman can be heard exclaiming: “They gonna kill him.”
Several seconds later, several women can be heard screaming, “Drop the f--ing gun!” and “Drop the gun!” right before a barrage of gunfire drowns them out.
It was not clear what the original shooting was about. Colclough, who lives at the houses, was struck in the abdomen and is listed in stable condition. He has an arrest for assault and three for drugs on his record.
Colclough’s daughter-in-law says he works in a warehouse at the Navy Yard and that “he doesn’t get involved in stuff like this.”
Graves served six years in state prison for robbery as a juvenile offender and had other arrests for grand larceny, robbery and assault.

Fresno, California ---- The Fresno Police Department released body camera of an incident of one of their sergeant was shot at his patrol vehicle by an unknown suspect.
On Monday, 8/17/2020 at approximately 0328 hours, A Fresno Police Sergeant was in the area of Cedar/Fountain Way investigating a shots fired call. During that call an R/P reported as he was traveling S/B on Cedar approaching Shields a Hispanic male adult wearing a white t-shirt and blue jeans approached from the west and fired at least one round in his direction. The victim left the area and waited for police to arrive. As the sergeant was passing the Bank of America building, located on the N/W corner of Cedar/Fountain Way, his vehicle was struck twice by gunfire. Both rounds penetrated the vehicle through the right front passenger window and lodged in the front windshield and dash. The sergeant was not struck by the gunfire but was hit by the glass from the shattered window. A total of 8 rounds were fired at the marked patrol vehicle.
The Fresno Police Department is asking for help identifying the suspect in this incident. The suspect is believed to be a Hispanic male described as 20-30 years of age, 150-160 lbs., 5-9 to 5-11, black or blue jeans, over-sized white t-shirt and black baseball hat with an unknown logo on the front. He has a large unknown tattoo on his right hand, wrist and outer forearm and a large tattoo on left elbow and forearm.

"A thief was killed by a private security escort (bodyguard) in Silao (a city in the west-central part of the state of Mexico, just north of Mexico City). The bodyguard of a well-known businessman in the city, shot down the criminal, when the offender tried to assault him."
"In a quick reaction, an escort (bodyguard) fired at a couple of thieves. One of them died. At around 7 p.m. on Friday, security cameras at an Oxxo store, located on the side of hotel 5 Inn, recorded the incident. The video recording shows the exact moment when, two men walking around the site, approached the driver of a gray Pick-Up van.The unit and its driver were parked outside the above-mentioned store.The alleged thieves approached the pilot's door and tried to open it.The driver, who was inside, when he noticed the lurking, pulled out his weapon and fired at the attackers."
The Los Angeles Police Department Thursday released video footage of a man and woman who assaulted and robbed an ice cream vendor in the Fashion District of downtown L.A. in hopes that someone will be able to identify the suspects
According to police, the robbery happened at about noon on Tuesday near 12th and Birch streets.
Surveillance video shows the two suspects approach the vendor on the side walk and punch him, knocking him to the ground. The suspects then fled from the scene in a dark Toyota Avalon.
The victim was taken to the hospital, but an update on his condition was not immediately available.

Three Spirit airline employees were battered in a wild attack at a South Florida airport over a delayed flight, according to a report.
The brawl captured on video broke out Tuesday night at a gate for a Philadelphia-bound flight from Fort Lauderdale International Airport, news station WPLG reported.
The employees suffered minor injuries when three passengers “became combative following a delayed flight,” the airline said.
In the clip, several women were seen hurling items at the workers before going behind the counter and attacking at least one of the employees.
Among the items leveled at employees were phones, shoes, full water bottles, metal boarding signs and fast food, according to Broward County Sheriff’s Office.
Tymaya Wright, 20, Danaysha Dixon, 22, and Keira Ferguson, 21, were all busted on battery charges in connection to the violent encounter, authorities said.
Wright also faces an additional charge for allegedly taking a Spirit employee’s phone.
The trio declined to comment on the episode — other than to say they were trying to get home to Philadelphia, according to WPLG.
Spirit released a statement Wednesday praising their employees for their “professionalism and quick actions.”
“This violent behavior is completely unacceptable and has absolutely no place in airports or any other place of business,” the airline said. “We will not tolerate abusive behavior of any kind.”
A murder caught on camera shows the moment a father was shot while walking with his young daughter in the Bronx, New York.
The video was shared on Twitter by the New York Police Department's chief of detectives, Rodney Harrison, on Monday. It shows a father, identified as Anthony Robinson of New York, walking on Sunday evening holding his young daughter's hand.
While crossing the street, a black sedan appears to slow down, and while Robinson continued walking, an arm extends from the passenger side window, points a firearm, and discharges the weapon.
Robinson was shot in the chest and falls to the street on his back at the edge of the sidewalk.
Robinson's daughter can then be seen running away with other bystanders. Robinson was pronounced dead upon arrival to the BronxCare hospital.
New York City has experienced a frightfully violent Fourth of July weekend, with eight people shot dead out of a total of 49 reported shootings.
Authorities have yet to make an arrest in the case, and ask anyone with information to call Crime Stoppers at 1-800-577-TIPS.

Los Angeles: Los Angeles Police Department's (LAPD) Force Investigation Division is investigating an Officer-Involved-Shooting (OIS) that occurred Thursday afternoon.
On May 14, 2020, around 12:43 p.m., Southeast Area patrol officers responded to a radio call of shots fired in the 700 block of W. 123rd Street. The Person Reporting (PR) called on behalf of her neighbor, who stated her son had a gun and was attempting to kill her daughter. Upon arrival, the officers set up containment and made contact with the suspect over the phone. While speaking with the suspect, the officers learned that he was armed with a gun and had fired a round into a door inside the residence. In addition, the suspect was refusing to allow his sister to exit the location.
The suspect eventually exited the location armed with a revolver and an OIS occurred. The suspect was struck by gunfire and succumbed to his injuries at scene.
The officers involved in the incident below have been identified as Police Officer II David Orozco, Serial No. 42770, Police Officer II David Torres, Serial No. 41483, and Police Officer I Brandon Prisk, Serial No. 43869, Southeast Area.
No officers were injured during the incident and a loaded revolver was recovered at the scene.
LAPD's specialized Force Investigation Division (FID) responded to the scene and began interviewing witnesses and collecting forensic evidence. A representative from the Office of the Inspector General and the Los Angeles County District Attorney's Office also responded and monitored the investigation.

The same Fulton County District Attorney Paul Howard who charged ex-officer Garrett Rolfe with murder of Rayshard Brooks told on June 2 in another case that Under Georgia law a taser is consider a deadly weapon. WASHINGTON - Home surveillance video captures the chaotic scene during a shootout Friday evening in Northeast D.C.
The video shows numerous people shooting at each other, and panic by neighbors, starting around 6:41 p.m. Friday in the 1200 block of Simms Place Northeast.
The mayhem lasts less than two minutes. Some of the gunmen assist one person who was apparently wounded in the shooting as D.C. police arrive at the scene.
A police report from the incident show six people were arrested after the shootout.

The New York Police Department of the 45th Precinct released of Body Camera (2), surveillance camera Footage, pictures and details from a Police-Involved Firearm Discharge that Occurred on April 1, 2020
NYPD officers shot a man armed with a knife and gun early on the early morning of on April 1, 2020 in the Bronx.
Police said two officers responded to a 911 call for a man with a knife around 4 a.m. near the intersection of Zarega and Westchester avenues in the Westchester Square section.
The officers approached the suspect and ordered him to drop the knife he had in one hand and a gun in the other hand.
Police said the man refused and advanced toward the officers pointing a gun at them, then officer shot 11 times hitting him in the hip and back.
Police discovered later that it was the suspect who made the 911 call. The suspect – identified as 55-year-old Ricardo Cardona – was rushed to Jacobi Medical Center where he died 5 days later.
Before he died after the shooting, the suspect told police investigators he tested positive for COVID-19 and he wanted the officers to shoot him and commit a "suicide by cops".
Investigators recovered a knife and what appeared to be a black powder pistol from the scene.

EDMOND, Okla. (KFOR) – Authorities in Edmond have arrested two people following a pursuit that started along city streets and ended along a turnpike.
Officials with the Edmond Police Department say it all started around 6:45 p.m. on May 15 when dispatchers received a call about a larceny at the Academy, located along S. Broadway.
The caller told police that a man was concealing merchandise on his person and was switching out shoes.
In all, authorities say merchandise worth over $700 was taken from the store.
When officers arrived at the scene, they saw the suspect’s vehicle leaving the parking lot.
Immediately, an officer tried to pull over the vehicle but the driver refused to stop and led them on a pursuit.
The pursuit started along Broadway as the driver swerved across all lanes of traffic and entered onto the Kilpatrick Turnpike.
Once on the turnpike, an officer was able to perform a tactical maneuver, which caused the suspect’s car to crash into the barrier.
Authorities arrested Devonne Sias on a complaint of larceny of merchandise and Michelle Gordon on complaints of larceny of merchandise, felony eluding, possession of drug paraphernalia, and operating a motor vehicle without a valid driver’s license.
Officials say more charges could be filed as the investigation continues.
Released bodycam footage shows the December 2017 arrest of Ahmaud Arbery for shoplifting a TV from a Georgia Walmart.
Police released video Tuesday of Arbery's December 1, 2017, arrest outside a Brunswick Walmart store on shoplifting charges.
The video shows Arbery being stopped with three friends and being ordered to sit on the ground.
Arbery goes to stand up whilst being quizzed by police and is then ordered to lie face-down and is handcuffed and arrested.
released footage, the officer can be heard asking the group about a 65-inch TV.
'TV? What? We don't have any TV,' Arbery states.
'What about the 65-inch TV?' the cop says.
'Sixty-five-inch TV?' Arbery says.
After getting the age of the group, the officer asks them to all sit down.
'Take a seat for what?' Arbery responds. 'I don't know nothing about no TV. … I don't steal no TV.'
A man then approaches the group and suggest that Arbery attempted to wheel the large television out of the store.
'What TV?' Arbery asks, before motioning toward the store. 'The TV is in there.'
Arbery attempts to get up, telling the officer that he has a receipt for the purchases he made. But officers instead detain Arbery and place him in a squad car.
The group are then taken back to the Walmart as the clip comes to a close.
Court records show Arbery pleaded guilty to trying to steal a television and was sentenced to five years on probation.
The Glynn County Sheriff’s Office --- SAVANNAH, Ga. — A video released Monday shows police in Georgia attempting to search Ahmaud Arbery's parked car in 2017 and when he refuses to let them and begins to walk back to the vehicle an officer tries to tase him.
The video, first obtained by The Guardian, shows Arbery refusing Glynn County police when they ask to search his Toyota and as he walks toward his vehicle he is told "don't reach the car" and "keep your hands out your pockets." The officer then pulls the taser and attempts to use it but it malfunctions and Arbery is told to get down on the ground, which he does.
When Arbery questions why the cops are bothering him he was told that the area is known for drugs, a suggestion that agitates Arbery who said he is not on drugs and to check his "s—-!" Officers then proceed to check him for weapons while clarifying this action was not a search, but a check.
In a police report, also obtained by The Guardian, officers said Arbery, who was parked when confronted by officers, was free to go but could not take his vehicle because his license was suspended. The report said that after he left the scene they noticed Arbery's passenger side window was open and that they smelled what they believed to be marijuana and noticed a bag with a leafy substance inside.
Calls and emails to the Glynn County Police Department and Abery's family attorney Benjamin Crump have not been returned.
Arbery was killed Feb. 23 after a pursuit by a white father and son who armed themselves and gave chase after seeing the 25-year-old black man running in their subdivision. More than two months passed before Gregory McMichael, 64, and Travis McMichael, 34, were jailed on charges of felony murder and aggravated assault.
A judge from outside the coastal Georgia community where Arbery was fatally shot has been appointed to preside over trial proceedings of the two men charged with Arbery's murder, including one defendant with close ties to law enforcement.
Court documents filed in Glynn County show that Superior Court Judge Timothy R. Walmsley was appointed to the case after all five judges in the legal circuit where Arbery was killed recused themselves. Walmsley is based in Savannah, about 70 miles (110 kilometers) north of where the slaying occurred just outside the port city of Brunswick.
Gregory McMichael, a retired investigator for the local district attorney, told police he thought Arbery was a burglar. He said Arbery attacked his son before he was shot.
Arbery's mother, Wanda Cooper-Jones, has said she believes her son was merely out jogging.
The delay in criminal charges and a cellphone video of the shooting leaked shortly before the May 7 arrests fueled national outrage over Arbery's death.
Last week, defense attorneys for the McMichaels cautioned against rushing to judgment. They said they soon plan to seek a preliminary hearing from a magistrate judge in Glynn County at which new details might be revealed. They also plan to ask that the McMichaels be released from jail on bond pending trial. That decision will now fall to Walmsley.
No court hearings had been scheduled as of Monday afternoon.
Gregory McMichael worked as an investigator for the local district attorney for more than two decades before he retired last year. Attorneys for Arbery's family and others have blamed the delay in arrests in part on the elder McMichael's ties to local law enforcement. The McMichaels weren't charged until after the Georgia Bureau of Investigation was brought into the case in early May.
Meanwhile, three district attorneys have passed on prosecuting the case, which now resides with the district attorney of Cobb County in metro Atlanta.

In the early morning hours of April 22, 2020 a pursuit was initiated by a Remington Police Officer in Remington, VA. The pursuit crossed over into Culpeper County, and CCSO Deputies assisted by ending the pursuit.
As the chase crossed into Culpeper County on Route 29 southbound, speeds were reported in excess of 90 mph. Culpeper Deputy Dustin Tharp successfully deployed a spike strip to flatten one of the tires.
The driver of the vehicle, later identified as Kevin Keyton of Crozet, VA, continued to drive with a flat left front tire for approximately five minutes at speeds up to 50 mph. A passenger in the car with Keyton was not allowed to exit the vehicle prior to or during the pursuit.
CCSO Sgt. Jonathan Kerns conducted a pursuit intervention technique, or P.I.T., to successfully end the pursuit.
There was approximately 34.5 grams of heroin and 10 grams of methamphetamine located in and around the vehicle, along with a handgun and cash. Keyton reported to deputies that he had orally ingested a large bag of heroin in attempt to conceal it prior to the end of the pursuit, and that he feared he would overdose if the drug entered his system. Keyton did not subsequently overdose. While Keyton did appear intoxicated to the deputies on scene, Keyton was coherent as he was taken into custody.
Keyton was charged with five felonies and two misdemeanors;

VA §18.2-47 – Abduction
VA §18.2-308.2 – Possession of a firearm by convicted felon
VA §18.2-248 – Distribution Sched I/II
VA §18.2-250 – Possess Sched I/II
VA §18.2-266 – DUI
VA §46.2-301 – Drive Revoked
Keyton was summonsed for violation of
VA §46.2-613 – unregistered vehicle and VA §46.2-646 – expired registration
Keyton was taken before a magistrate and was ordered to be held without bond.

The Pasco Police Department has released Body Camera and details from an officer involved in fatal shooting of a 18-year-old man who stabbed two officers on Dec. 14 near 18th Drive and Jay Street.
Police said Alejandro Betancourt-Mendoza, 18, stabbed officer Ben Boykin and officer Kierra Peoples while responding to a report of a theft of a cell phone.
The video shows Pasco police officers Kierra Peoples and Ben Boykin responding to the home after the 911 call.
Betancourt-Mendoza was known to carry a pocket knife.
Body camera video shows the suspect putting his hands in his pockets and officers tried to detain him.
During the chaos as Betancourt-Mendoza was resisting, his cousin, Martin Mendoza, charged at officers. Officer Jason Griffin, who was also inside the home, attempted to control him.
When Betancourt-Mendoza broke loose from the officers, he grabbed a knife and slashed both Peoples and Boykin. That’s when Boykin shot Betancourt-Mendoza. Two gunshots could be heard in the bodycam footage.
Officers Peoples put a tourniquet on Boykin’s arm as it cut an artery. Peoples, stabbed in the face, drove them both to Lourdes.
Other officers secure the scene and began CPR on Betancourt-Mendoza as paramedics made their way to the scene. He died at the scene.
The knife was located at the scene and collected for evidence.
Martin Mendoza was arrested on Dec. 24, 2019 for two counts of assault in the first degree and one count of assault in the third degree.
