Throughout history, since mankind first took to the sea in boats, there have been pirates. Armed seafarers with an appetite for plunder. Quickly, naval powers realised they could harness the strength of these free mercenary forces. Countries would commission pirates into their navies to fight their battles by sending them a letter of marque, a letter giving permission from the head of state to freely conduct piracy among enemies of that state and granting the pirate amnesty in their lands should they choose to retire after plundering.
