Putin's not a madman, he's a Russian Patriot. He's rational, calculating, and judging by his actions in Ukraine, Putin values the lives of civilians. He could have leveled the place, but most of the cities still have power, water, gas, telephone, and the internet because taking them out would harm the people. Russia's approach has been the polar opposite of a "Shock and Awe" military campaign.
