To get the catalyst to drop (It's random) you need to complete either a Legend or Master Lost Sector. They are randomly generated each day so you need to look for them. The Veles Labyrinth Legend difficulty is reasonably easy to solo, so I did the grind 4 times today and the catalyst finally dropped (In total I finished various Legend lost sectors close to 30 times). It's important to note that you must have finished the Lost sector previously on normal difficulty to count.

To complete the catalyst you must get 300 kills. Head to your favourite grind spot to do this. Increased ammo, which in turn causes a greater damage effect is the reward.
